Strength endurance and max strength are different training adaptations
Max strength — the ability to produce the largest possible force in a single rep — and strength endurance — the ability to sustain submaximal effort over an extended time or many reps — rely on partly different physiological mechanisms, even though both fall under 'strength' qualities broadly.
Max strength depends more on the nervous system's ability to recruit the maximum number of muscle fibers at once and on a muscle's cross-sectional area. Strength endurance depends more on a muscle's ability to use oxygen efficiently and clear metabolic byproducts without a drop in intensity — closer to aerobic and metabolic adaptations than to purely neuromuscular ones.
Training one gives only limited carryover to the other: a marathoner with excellent leg strength-endurance is usually far from able to squat a max load, and conversely, a powerlifter with an impressive squat max won't necessarily hold up long in a static hold or a high-rep set. If a goal requires both — combat sports or functional athletics, say — the program needs to deliberately include both types of stimulus rather than relying on carryover from one to the other.
